Delta state at 25: James Ibori writes on his stewardship as state governor

Former Delta state governor, James Ibori, who is presently in jail in the UK for defrauding his state while he was governor, wrote this article as the state celebrates its 25 years of existence. Read the article below
Let me begin by paying tribute to my predecessors in office who piloted the affairs of the state before the Peoples Democracy Party (PDP)administration was inaugurated on May 29, 1999.
From Air Commodore Luke Chijiuba Ochulor  (rtd) who was the pioneer Administrator on creation in 1991 to the first elected Governor, Olorogun Felix Ibru,  after the demise of the civilian administration, Abdulkadir Shehu, Bassey Asuquo, Ibrahim Kefas, John Dungs and  to Walter Feghabo who supervised the conduct of the election in 1999, and eventually handed over to me as Governor.
I want to say without fear of contradiction that Delta in its 25 years of existence has been a success story. It is indisputable that the state has overcome some very challenging times.
The Warri crisis was my administration’s first challenge. At the inauguration of the PDP administration on May 1999, Warri and its environs were boiling. There was a full-blown attack on Escravos on May 30, which spilled over to the surrounding villages and eventually reached the Warri metropolis.
The level of destruction was such that it shocked the entire country and dampened the joy of the transition to democracy.
Its genesis can be traced to 1997 when the Federal Government of the late Gen Sani Abacha created a number of Local Government Areas including Warri South-West LGA, with headquarters in Ogbe-Ijoh, – an Ijaw town between Aladja and Warri Metropolis.
With the relocation of the headquarters of this LGA, from Ogbe-Ijohto Ogidigben, an Itsekiri town, on the Atlantic coast,  riots followed and hundreds of people died.  Six Shell Nigeria (SPDC) installations were taken over by protesting Ijaw youths, leading to a drop in oil production.
As head of the PDP administration at the time, I knew I had to act swiftly to stem the destruction of life and property. I then summoned a meeting of the major ethnic groups in Warri at the Government House, Asaba.
I recall vividly that the meeting stalemated, as the leaders disagreed on almost every issue. I then directed that the leaders of the delegations be taken to a room in one of the VIP Guest Houses and left there until they reached an agreement.
One of the leaders said to me, “Governor, we will not speak to each other even if we stay there for days”. In response, I then said that was exactly my objective.
On reflection today, our modest efforts have been blessed with some level of peace and understanding. As if the ethnic discord was not enough, Asaba’s position as the state capital threw up a different challenge of its own.
During my campaign to be Governor of the state, it was clear to me that some leaders from the Delta South and Central Senatorial Districts were deeply unhappy with Asaba as the capital. Conversely, leaders from Delta North Senatorial District were very emphatic on the status of Asaba as state capital, and they impressed on me to respect it if I became Governor. I assured them that I would always sleep in Asaba as long as duty did not take me out of the capital. This was my way of committing to the status of Asaba as capital.
Now, I look back with pride.  Asaba is a capital city that everyone can be proud of. The PDP administration also set out to avoid the mistake of other states where only the capital was developed.
So we made sure that Delta did not become a one city state. Apart from Asaba and Warri, we identified another tier of development to include Agbor, Ughelli, Sapele, Oleh, Oghara, Abraka, Ogwashi-Uku, Burutu and Ozoro.
My prayer is for this dream to endure. Deltans will benefit from a multiplicity of urban centres with well-developed infrastructures. On the political level, I agonized over how to banish the feeling of second class citizenship of some sections of the state.
Many, who felt left out in the political arrangement, especially, the Ijaws of Warri, were brought into government at the local and state levels.
We held tenaciously to the PDP mantra of equity and justice. And this gave birth to the principle of power rotation.
The result is that for the first time in Nigeria’s history, a minority ethnic group, the Itsekiri, produced the governor of the state.
Most of all, I am pleased to note that today, all three Senatorial Zones have produced the governor of the state.
In 2007 the baton of leadership went to Dr. Emmanuel Uduaghan, an Itsekiri from Delta South Senatorial District  and  from him  to Dr. Ifeanyi Okowa, an Owa man from Delta North.
I thank God for their lives and their commitment to Delta State. And to all those who will come after them, I wish fair weather, smooth sailing, but most of all, I wish them inspired leadership as they pilot this most strategic state in Nigeria to greater heights.
The fourth issue that engaged our attention was true federalism and Resource Control. I embraced it for obvious reasons. We won some battles; more will surely come for the journey has just begun. Some of us are paying the price today for our perceived audacity.
Some other comrades in the course of the struggle have made the supreme sacrifice. May we never forget them. On a personal note, my greatest regret is that I’m not there with you to savour this special moment.
However, I must put on record on this historic day, my gratitude to the people of Delta State for the opportunity given me to serve as Governor from 1999 t0 2007.
And it is to the people that I have reserved my last and greatest tribute.  I also say to them that the journey has not been without its challenges, but we have made much progress.
Congratulations on this your well-deserved celebration. I wish you and our dear state peace, unity, and prosperity in the years ahead.

Negotiations/dialogue will commence whenever Nigeria shows readiness - Niger Delta Avengers

Niger Delta Avengers spokesperson, Brig Gen Mudoch Agbinibo, released a statement today, saying the militant group will commence negotiations whenever the Nigerian government shows readiness.

The group also reacted to a statement signed and released by one Ballatyne Agiri, which claimed that Nobel laureate, Professor Wole Soyinka and other prominent figures have been named as members of the commitee to dialogue with the FG on behalf of the Niger Delta Avengers, as well as other splinter militants groups in the oil producing zone. Read below...

The High Command of the Niger Delta Avengers are bothered again on the insensitivity to the genuine plight of the Niger Delta agitation by every successive government of Nigeria and the present handlers of the APC government.  We are amazed that Prof. Wole Soyinka, has been taken on the jugular by enemies  of the Niger Delta because of  his belief that the government of the day should understand the need to restructuring and listen to the Niger Delta agitation positively. That if, we the NDA have named Prof Wole Soyinka and some incredible names to advise and lead any group is the Lie of The Century!  They says, when an handshake goes beyond the elbow it has turned to another thing; amazingly, the handwriting are so clear that our noble laureate name is going the infamous way, as he is being named along as an adviser with some unscrupulous characters as Niger Delta Avengers  (NDA) dialogue team with the government of Nigeria. Putting the records straight; the name/names parading as factions of the Niger Delta Avengers are just the figment of some persons protecting their jobs and hell bent on derailing the wheel of progress in the history of Nigeria and the Niger Delta agitation.

Our strike teams and Command structures have not at anytime contacted these Nigerians at any time to advise or lead any contact with the government of Muhammadu Buhari on the Niger Delta agitation.  We have shown our respect and restraints to personalities that have been too fixated to impress Abuja in the name of the Niger Delta struggle since the beginning of "Operation Red Economy " ignorantly or willingly.

The NDA cannot be teleguided by Mr Charles Okah and Henry Okah from their respective prison cells using disorganised characters of the All Progressive Congress (APC), from the Niger Delta to impress Abuja. We are not unaware of the creations of the Nigerian Intelligentsia community and security apparatus to sustain the Niger Delta struggle to bloat their pocket and credibility. The NDA have unequivocally given our tacit support to the Chief Papa (Dr.) Edwin Kiagbodo Clark Niger Delta Elders and Stakeholders conference committee to lead the Pan Niger Delta Negotiations/Dialogue Team, whenever this wicked entity called Nigeria shows readiness.

Ali Baba talks about the lack of maintenance culture in Nigeria

Ali Baba spoke the truth in this post he wrote on his IG account about the maintenance culture in Nigeria. Please read.
One thing that will continue to cost us money in Nigeria is the absence of MAINTENANCE CULTURE. We do not have the habit of building for the future. In other words, out developments are not anticipatory. We do not build roads by factoring in that traffic will grow.
We do not build schools that take into consideration the number of students in 5, 10 or 15yrs. Our hospitals can not handle the number of patients that are wheeled in. Our sports facilities only get attention when a sporting tournament is coming our way. We can not prepare for an Olympics meet... Even with a 4 year advance notice. We know pensions will be paid, but wait until the people protest before something is done. Yet when money is budgeted for a certain project, people will sit in a living room, divert it to achieve political power. Okay... Think about it, how long ago was Onitsha Bridge built? 1964-1965. By the Dumez group. The department of statistics had the number of vehicles that used Onitsha bridge in 1973 as 200 every month. And back then, vehicles were a rarity. Now you can have 600 motionless vehicles on the bridge, in one position, for as long as 2 hours. Has the government thought it urgent to build another bridge since. Interestingly, the same amount that is spent on an election or stolen in the name of prosecuting a war, can build the bridge. How long did it take Fashola to build Lekki/ IKOYI bridge? Go to London and see how they patch their roads. As soon as they see a pot hole, it's fixed. A stitch in time saves 9!!! But in Nigeria we don have a maintenance culture. We wait till it is totally bad and starts to inconvenience everybody to do something. That is what brought Calabar/UYO expressway to where people express wailing! If you care for what you have people will not know how long you have had it. Because it will be in top shape.

Why suspects beg judges to remand them in our cells -EFCC shares interior of their holding cell (photos)

Press statement from antigraft agency EFCC.
A certain kind of drama almost always plays out when EFCC arraigns an accused person in court. The defence counsel would immediately apply for court bail. However, if the court temporarily denies the application, the counsel would again rise in open court and passionately plead with the trial judge to allow his client remain in EFCC holding facility, pending the determination of bail, or, where his application was granted, pending fulfilment of bail conditions.
Notwithstanding this, some people with ulterior motives have continuously sponsored false stories likening detention in EFCC facilities to being held in dungeons where torture and other forms of human rights abuses are commonplace.

The Commission however prides itself as meeting the highest possible professional standards in all its operations. Such unprofessional practices are not only outlawed in EFCC, they are regarded as criminal and anyone who engages in them, risks severe sanctions, including administrative reprimand and criminal prosecution.
EFCC has arguably, the best holding facilities of all law enforcement and security agencies in Nigeria. To prove this to sceptics, Commission on Thursday, 25th August, 2016, threw its facilities in Abuja, open for inspection by journalists from all media persuasions, including those who had unwittingly helped to propagate false notions about detention in the EFCC.
The media men saw things firsthand and freely interacted and conducted interview with suspects of their own choosing. They also toured the clinic attached to the cells, fully manned and run 24 hours round-the-clock by two qualified medical doctors, nurses and other health professionals. Among the other medical and diagnostic facilities, is a dedicated ambulance. The journalists also saw the meals served the suspects, which are sourced from the EFCC Staff Canteen. Those who prefer relatives to bring their meals from home, are so obliged. At the end of the tour, one reporter described the detention facilities as ‘A guest house for the big boys’.
Acting Chairman, Ibrahim Magu, however threw a challenge to the reporters:
"If anyone of you think all these have been arranged, you are welcome to come at anytime you chose, to spend time with us and see for yourself (you can even spend some days in the cell); see how EFCC carries out investigation, arrest, interrogation and if you want, be detained as long as you say, in any of our facilities across the country. You don't need to give us prior notice of your coming. You can even arrange it as a group of reporters if you don't want to come alone."
He must be truly confident in EFCC's detention facilities. The over 30 journalists drawn from print, electronic and online platforms, said they would seriously consider the offer.

Polish Olympian sells Rio silver medal to help 3-year-old boy with eye cancer

Polish discus thrower Piotr Malachowski sold the silver medal he won at the Rio de Janeiro Olympics to help pay for the medication of a 3-year-old boy suffering from eye cancer.
Malachowski wrote, according to Facebook's translation: "In Rio I fought for gold," "Today, I appeal to everyone -- let's fight together about something that is even more precious. The health of this fantastic boy."
According to Malachowski, the procedure to treat the rare form of cancer isn't available in Poland; it is offered only in New York.

Malachowski said on Facebook that siblings Dominika and Sebastian Kulczyk, who are among the richest Poles, "declared the intention to buy my silver medal," which he put up for auction to help pay for treatment of the boy, Olek, who is suffering from retinoblastoma.

Malachowski did not reveal the amount he raised by selling his medal on Friday, but said the target, which was almost $130,000, has been met.
"My silver medal is worth much more today than it was a week ago," Malachowski said.

Budget padding scandal: Jibrin discloses how Dogara, Gbajabiamila, others allegedly received over N10bn in allowances

Sacked Chairman of the House of Representatives committee on Appropriation, Abdulmumin Jibrin has released another statement disclosing how Speaker Yakubu Dogara, House leader Femi Gbajabiamila and others who have been in the House of Reps before this present administration have received well over N 10 billion in allowances.
According to him, the allowances are supposed to be what is referred to as "office running cost" but the lawmakers convert it into personal funds which they use to buy choice houses and cars and live luxurious lifestyle which they couldn't afford before they came into the green chamber.  He says if the 10 Principal Officers of the House of Representatives are named and shamed,  it will force reform in the House of Representatives. He insists that the House of Representatives is highly involved in sharp practices. Read his statement below

In line with my resolve to continue to expose individual and systemic corruption in the House of Representatives, I will today commence the disclosure of what many Nigerians believe is almost impossible to reveal or are not even aware of – the allowances of Members of the House.
Recall that in the last one month, I have exposed 2016 budget fraud perpetrated by Speaker Dogara, Lasun, Doguwa and Ogor. I have also exposed the mismanagement and non-disclosure of the internal budget of the House, just as I exposed some other fraudulent activities perpetrated by Speaker Dogara and 9 other members. All these are in different stages of investigation.
I have offered to stand as witness against these corrupt members and continue to cooperate with the anti-corruption agencies. I have done my part, and left the rest to the anti corruption agencies, the judiciary and Nigerians. After the allowances issue, the next exposé will delve into investigative hearings and oversight activities.
My resolve to open up on the controversial allowances should be instructive to all those who think I am only out to get Speaker Dogara out of his seat. If that is my mission, I will definitely not go into the issue of allowances, which is the only aspect that unites the entire House.
I have said it repeatedly that this activism has been running in my blood, and thankfully the fallout of the 2016 budget became the trigger and provided me with the right avenue. I always take solace in the fact that posterity will judge not only Members of the House but our leaders and Nigerians as a whole on how they support or oppose Speaker Dogara and the other accused Principal Officers' avaricious move to hold on to power in the face of these mounting accusations.
But if members of the House and Nigerians still feel at home with Dogara, a corrupt number 4 citizen, despite the overwhelming allegations against him and his gang, so be it! If my colleagues chose to support Speaker Dogara, I wish them safe journey. But be rest assured that in this struggle, I shall continue alone!
Many prominent Nigerians have approached me in the past few weeks and I took time to explain my mission to them. Whether they are convinced or not, I am not sure. All I know too well is that none of them, after listening to me, insisted that I drop this line of action. I have said it over and over again that I will continue this anti-corruption crusade to wipe out corruption in the House and trigger internal reforms so that Nigerians can have the ideal representatives they yearn for.
The imperative of having a corrupt-free House of Representatives cannot be over-emphasized. It is only when the Legislature comes with purity that effective oversight will be carried out and investigative hearing to expose fraud and corruption can be undertaken. When the House is corrupt, it affects the whole country because the House of Representatives is the largest representation of Nigerians. This must be the starting point of the fight against corruption. I dare say the root of our economic, political and social problems as a country lies in the House. No amount of economic strategy will succeed in this country if we do not put hands together and decisively deal with corruption in the House.
The consequential effect of dealing with corruption in the House, especially the allowances issue, will take its toll on even elections. Candidates usually spend so much money hoping that they can recoup from the huge allowances they will receive when elected into House. When you know that there is no such money in the House to be shared, I am sure nobody will want to put in so much money just to win an election to the House. The resultant effect will be that only people who truly want to serve will vie for the office, and voters will be obliged to vote according to the dictate of their conscience. This is just one advantage.
Now we come to the crux of the matter. It should be noted, however, that money is voted as "running cost" to members apart from salaries. You don't need a professor or a committee of technocrats to tell you what is reasonable as running cost for member of the House and also how the money should be administered and who should be the recipient of the money.
The way the allowances of members is currently structured can not pass the integrity test of any of the aforesaid. The issue of allowances of Members of the House is another systemic corruption. Since you can not afford the systemic shock if you go all out and arrest 200 to 300 members at once, what you do is to deal with the issues in phases.
Today, I will start with the 10 Principal Officers of the House of Representatives. If just these 10 are named and shamed it will force reform in the House. I will therefore provide what each one of them had collected as "office running cost" in their entire stay in the House. If any one of them disputes my figure, he or she should not make a drama out of it but just simply tell the country how much he or she has collected.
Running cost is a money collected by many members (with a few exception) and used as personal funds. No more, no less – case closed! Most of these members use it to acquire properties, cars and live a life of luxury they never lived before coming to the House. Though there exist systems for retirement of such money but a simple investigation by a primary school pupil will reveal the massive fraud therein.
From computation of various sub heads of allowances of the House, Speaker Yakubu Dogara has been in the House from 2007 to date. He has received about 1.5billion naira. Deputy Speaker Yusuf Lasun has been in the house from 2011 to date. He has received about 800million naira. House Leader Femi Gbajabiamila has been in the House from 2003 to date. He has received about 1.2billion naira. Deputy House Leader Buba has been in the House from 2007 to date. He received about 1.2billion naira. Whip Alhassan Doguwa has been in the House from 2003 to date. He has received about 1.2 billion naira. Deputy Whip Pally Iriase has been in the house from 2011 to date. He has received 700 million naira. Minority Leader Leo Ogor has been in the House from 2007 to date. He has received 1.2 billion naira. Deputy Minority Leader Barde has been in the House from 2011 to date. He has received 700 million naira. Minority Whip Chuma has been in the House from 2007 to date. He had received 800 million naira. And finally, Deputy Minority Whip Binta has been in the House from 2011 to date. She has received 700 million naira.
So in between these 10 Principal Officers, the country has pumped about 10 billion naira – and still counting! As I have mentioned earlier, in most cases with few exceptions, these funds are diverted for personal use. I will provide further break down of these figures in due course. I will also provide 50 additional names of members with worst cases of diversion of such funds in due course so we can name and shame them.
As we continue this struggle to wipe out corruption and restore sanity in the House of Representatives, I will continue to urge Nigerians to remain vigilant as these corrupt elements can go to any length to change the narration and evade justice.
God bless.
